In the interview which you had with Dr. am on the 6th, Mr. Giles himself made the changes in irtinle 6 of the draf proposals which, in the final form, was as follows:- "Publie employees will be reinstated ard their wages paid for the period of the strike, reservation being made on the question of discip- linary measures in the case of the lolice", It was also under- stood at that interview that the original Artiole 7 of the same draft proposals, while not to be reduced to writing, should be the subject of a sort of Fentlemen's agreement between the Chinese and dhameen Authorities,
If you agreed to the above strangement, the bvornment would undertake to influence the strikers to accept it. Your present proposals (differ from it and make dissimult the action of the Goverment vis-a-via the strikers. I trust therefore that you will see your way to adhere to the original understanding. The Government, as you know, desires to see an early settlement of the strike and is ready to offer iis mod offices to that and as soon as terms reasonably satisfactory to the strikers as well as to the Shameen Authorities can be agreed upon.
As you no doubt recall, it was also understood at the interview of the 6th, that œrrespondence on the subject should I shall be glad if you will keep to
